EURALIUS V - Call for positions

The German Foundation for International Legal Cooperation (IRZ) is recruiting 1 international long-term expert for the EU-funded project “Consolidation of the Justice System in Albania (EURALIUS V)”.

The overall objective of EURALIUS V is to strengthen the independence, transparency, efficiency, accountability and public trust in the Albanian justice system in line with the EU acquis and best practices. The project mainly works towards enhancing the capacities of the following Albanian Authorities, which are final beneficiaries of the project: the Albanian Parliament, Ministry of Justice, High Judicial Council, High Court, courts, High Prosecutorial Council, the General Prosecutor Office, other prosecution offices, High Justice Inspector, School of Magistrates, National Chamber of Advocacy, the National Chamber of Notaries and the National Chamber of Enforcement Agents. Following the adoption of constitutional amendments in July 2016 and the adoption of several laws EURALIUS V is expected to support the implementation of the comprehensive justice reform.

The project started on 1 April 2018 with a duration of 36 months.

International Expert: Justice Strategy, Policies, Management, Legislation, Free Legal Professions  

 

Duration: based in Tirana – full time position based in Tirana - start asap / ca 30 months

General Description of Responsibilities: The experts will cover the support to justice institutions (Ministry of Justice, High Judicial Council, High Prosecutorial Council, High Justice Inspector, Chambers of Free Legal Profession), responsible in particular for strategic planning and developing policies within the justice sector, court administration oversight, budget, judicial maps. The expert also covers legislative activities in the area of civil law, free legal professions and justice governance and organisation laws.

Specific Professional Experience:

  • At least 15 years of experience in justice system, at least 5 years in an EU MS as judge or prosecutor
  • At least 3 years of experience in a management position in the justice system, i.e. as head of a judicial/prosecutorial council or a similar institution/body responsible for governance and court administration beyond career related decisions or disciplinary matters and/or in a Ministry of Justice
  • Experience in an international project, preferably in one or more of the above mentioned areas
  • Knowledge of EU standards regarding the organisation and management of the justice system are a prerequisite
  • Experience in legislative drafting, in depth knowledge of civil law, experience with free legal professions and training of judges and/or prosecutors would be an advantage
  • Previous experience in the justice sector in Albania would be a distinct advantage

General Professional Experience:

  • Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from the final beneficiaries
  • Very good command of written and spoken English and computer literate
  • Excellent interpersonal and communication skills, reporting and analytical capacity and drive for results
  • Experienced in working in a multidisciplinary team
  • Leadership skills to manage and motivate a team of specialists and to interact with project partners, the European Union Delegation, civil society and the donor community

Tasks and responsibilities 

The principal responsibility of the Expert will be to support EURALIUS beneficiaries in design, coding, testing and documenting computer programs. The primary focus will be on database and web applications.

The Expert will also work on modelling of business processes and data, analyzing and recommending suitable software tools, and designing and implementing statistical reports. Moreover, the Expert will take an active part in other activities of EURALIUS Component 4 – IT Infrastructure and will contribute to enhancing the organizational and managerial structure and to the planning, measurement and evaluation capacities of beneficiary institutions. 

Specific Requirements 

  • University degree in Information Systems, Computer Science or technically related field. Master’s degree will be an advantage; 
  • At least 5 years working experience with SQL Server 2008, 2012 and 2016 including SQL Server Reporting Services;
  • Experience with software development, including development of web applications. Experience with .net and java development platforms;
  • Working experience with case management systems in justice institutions will be a strong asset 
  • Familiarity with the Albanian justice system and the justice reform will be an advantage; 
  • Excellent oral and written communication skills in English;
  • Previous experience of working in the framework of similar donor financed projects would be a distinct advantage.

Moreover, the Expert will take an active part in other activities of EURALIUS Component 4 – IT Infrastructure and will contribute to enhancing the organizational and managerial structure of beneficiary institutions. 

Specific Requirements 

  • University degree in statistics, economy, public administration, computer science or technically related field. Master’s degree will be an advantage; 
  • At least 10 years of general practical working experience related to statistics;
  • Working experience with statistics in justice institutions will be a strong asset;
  • Familiarity with the Albanian justice system and the justice reform will be an advantage; 
  • Excellent oral and written communication skills in English;
  • Previous experience of working in the framework of similar donor financed projects would be a distinct advantage.

The primary focus will be on setting up and re-organising the IT units covering the courts, prosecution offices and new governance institutions. The Expert will define the roles and responsibilities of IT departments, their internal structure, organigrams, job descriptions, IT policies, training needs, etc. He/she will also take an active part in other activities of EURALIUS Component 4 – IT Infrastructure.

Specific Requirements

  • University degree in Information Systems, Computer Science or technically related field. Master’s degree will be an advantage;
  • At least 10 years working experience in IT, at least 5 years experience in information technology management;
  • Experience with application of industry accepted IT governance standards such as ITIL;
  • ITIL certification will be a strong asset
  • Experience with project planning and implementation
  • Working experience with case management systems in justice institutions will be a strong asset
  • Familiarity with the Albanian justice system and the justice reform will be an advantage;
